The purpose of this Request for Information (RFI) is to gain knowledge of potential qualified sources and their size classification.
Note that if VA’s pending market research establishes that two or more SDVOSB or VOSB, who are certified on SBA’s VetCert, Veteran Small Business Certification (sba.gov), can perform the project at a fair and reasonable price, VA will set aside the underlying solicitation per 38 U.S.C. §8127.
Responses to this RFI will be used by the Government to make appropriate acquisition decisions. After review of the responses to this RFI, a solicitation announcement may be published on SAM.gov and/or GSA eBuy. Responses to this RFI are not considered adequate responses to the solicitation announcement.

GENERAL REQUIREMENTS: The Contractor shall furnish all labor, materials, equipment, tools, supplies, services, and supervision to perform landscape irrigation work described in the statement of work to improve existing irrigation system at Los Angeles National Cemetery. The work consists of removing and replacing twelve (12) flow sensors. The cemetery will supply flow sensors, model 813124-1211 series 228 Data Industrial insert only replacement. The Existing flow sensors are accessible in valve boxes and installed approximately 3-foot deep. The contractor will calibrate after installation.
The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set aside or full and open competition may be determined. No sub-contracting opportunity is anticipated.
