Specifications include, but are not limited to: LEGAL SERVICES RELATED TO THE COMMUNITY STABILIZATION AND FAIR RENT ACT. A. Qualified legal services providers must be able to provide the RHC with the following services: 1. Assist with interpretation, implementation, and administration of the CSFRA and regulations within the constraints of the State Ellis Act, Costa-Hawkins Act, and State and Federal Constitutions regarding takings, due process, equal protection, and a petition and hearing process. 2. Attend Committee meetings, including review of staff reports and agenda review prior to meetings, and conduct presentations; ensure meetings are conducted in accordance with State open meeting laws (the Brown Act). 3. Orient Committee members to their duties under the CSFRA and informing them on the scope of the Committee’s authority. 4. Assist with training of hearing officers and Committee members regarding the petition and hearing processes. 5. Advise the Committee regarding appeals of hearing officer decisions on petitions, including drafting of decisions which affirm, reverse, or modify the decision of the hearing officer. 6. Draft, update, and revise regulations and forms. As the CSFRA was implemented recently, it is likely that the Committee may revisit and revise regulations and forms. 7. Research various topics related to the application of the CSFRA at the request of the Committee (e.g. , the applicability of the CSFRA to mobile homes was a recent research topic). 8. Assist staff assigned to the Committee in their implementation efforts, including the petition and hearing process and responding to questions from landlords and tenants regarding the CSFRA.
