Specifications include, but are not limited to: 1.0 TASK 1 – General Coordination, Meetings and Project Administration 1.1 At the commencement of the Project, the Consultant shall facilitate a “kick-off” meeting with WRD to discuss the scope of the Project. The Consultant shall prepare and distribute a draft agenda in advance of the meeting for review and comment by WRD. Specific Project goals will be identified and a strategy to accomplish these goals will be developed during the kick-off meeting. The Consultant shall prepare and distribute meeting minutes within three (3) business days of the meeting. The Consultant shall assume One (1) hour for the kick-off meeting 1.2 The Consultant shall coordinate the efforts of the Project Team and subconsultants, monitor its schedule and budget, and administer the professional services contract with WRD. 1.3 The Consultant shall conduct monthly progress meetings with WRD for the duration of the Project via MS Teams. The Consultant shall prepare and distribute meeting minutes within three (3) business days of the meeting. The Consultant shall assume one (1) hour for each monthly progress meeting. 1.4 The Consultant shall submit invoices monthly with all supporting documentation in a format acceptable to WRD. 2.0 TASK 2 – PLA and Funding Compliance and Administration 2.1 Project Labor Agreement Review – The Consultant shall review and become familiar with the PLA entered into between WRD and the Building and Construction Trades Council of Los Angeles/Orange Counties. The Consultant shall prepare a memorandum detailing the relevant provisions of the document, responsibilities of the Project Labor Coordinator, areas of concern, potential conflicts between the PLA provisions and local and/or state regulations, and suggested resolution of potential conflicts to be discussed with the Building Trades Council. 2.2 Grant & Loan Requirement Review – The Consultant shall review and become familiar with the labor related requirements associated with the grant and loan sources that will fund the project. The Consultant shall prepare a memorandum detailing the relevant provisions of the document, responsibilities of the Project Labor Coordinator, areas of concern, potential conflicts between the funding requirements and local and/or state regulations, and suggested resolution of potential conflicts to be discussed with the Building Trades Council...
