A. Contractor shall agree to provide the California Department of Forestry and Fire Protection (CAL FIRE) both classroom and hands-on instructional training on proper safe and methodical approach to off-road heavy equipment recovery of CAL FIRE heavy equipment and apparatus, such as dozers, engines, crew transports under simulated and actual conditions as found in remote areas and in steep terrain. B. The training shall meet CAL FIRE policies, California Division of Occupational Safety and Health (CAL-OSHA) Title-8 requirements and CAL FIRE management and labor agreements. C. The training shall include the following: 1) Principles of steel chain, steel wire rope (cable), nylon slings, and straps 2) The identification of steel chain/wire rope/nylon sling type and ratings 3) Vehicle weight calculation 4) Math formulas to establish required anchor vehicles weights, chain/wire rope size, and capacity 5) Math formulas needed to increase load capacities with the incorporation of snatch blocks and pulleys 6) Attachment of anchor points to affect a safe vehicle retrieval 7) Incorporation of two (2) recovery vehicles to increase load capacity during retrieval 8) Workplace safety 9) Situational awareness 10) Need to identify roles of recovery personnel D. Contractor shall agree to provide three (3) total classes over a three (3) year period: one (1) class per year. E. The services shall be provided weekdays and/or weekends conducive to operational needs; actual work schedule and service frequency shall be coordinated by the CAL FIRE Project Representative F. The Contractor shall provide a certificate of completion to each student after completion of the course. G. The Contractor shall be responsible for their own travel expenses. H. CAL FIRE Project Representative will assign Subject Matter Experts who will be course evaluators and will be in attendance to ensure that the curriculum meets the CAL FIRE course objective. I. The Contractor shall have a minimum of five (5) years instruction experience instructing Heavy Equipment OffRoad Recovery training courses. J. Courses are to take place in November 2025. However, dates and times are subject to change contingent on CAL FIRE staff availability due to the current fire season and fire incidents. The Contractor shall coordinate with the CAL FIRE Contract Manager to establish exact dates and times of when the courses are to take place.
