The ongoing responsibilities of the health and welfare benefits Contractor must include, but are not limited to, the following: Review and Recommendations: Contractor must evaluate and recommend enhancements to the County’s benefit plans and programs, including modifications to design, costs (rates), communications, and quality of current employee benefits, retiree medical plans, performance guarantees, and related programs on an ongoing basis. Benefit Plan Provider Contracts: Contractor must review benefit plan provider contracts and advise on the reasonableness of administrative provisions, ensuring consistency with the County’s agreements and industry standards. Legal Compliance and Updates: Contractor must provide information related to employee benefit plans and relevant health care legislation, including legal interpretations and guidance on applicable laws, statutes, and regulations. Timely Communication of Legal Changes: Contractor must communicate changes or proposed changes in Federal and State statutes and regulations that may affect the County’s benefit plans and recommend policies or procedures for compliance.
