Specifications include, but are not limited to: The Consultant will work closely with the General Manager and Human Resources Director to perform the following assessments: Organizational Structure; 1. Conduct a detailed examination of the District’s organizational structure and functions. 2. Review the existing organizational structure and identify gaps, duplicative, and or redundant services. 3. Compare District staffing to other wastewater/stormwater special districts andprovide recommendations related to organizational structure and staffing levels. 4. Review and provide recommendations on current and future staffing levels and management ratios to deliver responsive and efficient wastewater and stormwater services. 5. Analyze positions to determine positions/operations that could be outsourced based on cost/benefit analysis. 6. Provide a summary of recommendations for changes in job design and structure. Operational Efficiencies; 1. Review current and future organizational priorities. 2. Identify and provide organizational structural changes to increase productivity,communication, adaptability, and resiliency. 3. Provide recommendations to create career ladders, diversified workforce, and succession planning. 4. Evaluate and provide recommendations for increasing employee talent, attracting and retaining high performing employees.
