Specifications include, but are not limited to: •Create a tracking system to report on all HOME rental projects throughout their periods of affordability •Provide/conduct on-site file review and unit and property inspections •Develop an ongoing monitoring schedule •Create periodic reporting forms that are compatible with Integrated Disbursement and Information System (IDIS) and CAPER reporting requirements and formats. •Provide guidance/assistance to owners/managers of HOME rental projects as necessary to ensure full compliance, including: oNotice to owner/manager of changes in HUD-published rent and income limits oAnnual advisory of the need for owners/managers to update utility allowances oNotice to owner/manager of changes in HOME Rule, policy or program changes oAt least one annual training seminar (not to exceed 2 hours) for AHA staff, HOME rental project owners/managers on annual reporting requirements.
