Specifications include, but are not limited to: 1. Application and the interpretation of U.S. Customs and Border Protection Agencies’ (CBP) regulations as they pertain to FTZ including, but not limited to, issues related to manufacturing, processing, restricted merchandise, textile products, petroleum products, and trade sensitive products under free trade agreement (FTA) and/or other trade agreements such as USMCA. 2. Assist with any revision(s) to Harbor Department FTZ Tariff. 3. Assist with FTZ Developer and Operating agreements to meet FTZ and CBP regulation changes. 4. Conduct cost/benefit analyses to determine whether potential zone users can benefit from the program. 5. Meet with existing and potential zone users and operators to discuss technical and administrative aspects of the FTZ program, including meeting with other governmental agencies or officials. 6. Assist with review of Expansion, Minor Boundary Modification (MBM) applications, Activation applications, and operator’s procedures manual.
