As mandated by the FURS legislation, the following services are required to be implemented and operational twenty-four (24) hours a day, seven (7) days a week in order to offer urgent, critical care to resource families in need to work in collaboration and run concurrently by the state of California through CDSS and California’s fifty-eight (58) counties: 1. A toll-free hotline staff with caring counselors trained in conflict resolution and de-escalation techniques for children and youth impacted by trauma; 2. County MRSST; 3.
