Specifically, the County is interested in identifying an Employee Benefit Consultant who will work in partnership with the County and other contracted parties comprising the County’s self-insured health benefit program in order to assure the success of the self-funded medical benefit program. Contracted parties include health plans, third party administrators, pharmacy benefit managers, stop loss insurance carriers, etc. The County of Stanislaus (“County”) currently sponsors a self-insured health benefit program for certain employees, early retirees, COBRA participants, and their eligible dependents (collectively, “Plan Participants”). The County offers two Exclusive Provider Organization (“EPO”) programs (one with an HSA component and one without). The EPO plan consists of a custom, local provider network for Plan Participants in our local service area, and a UnitedHealthcare (UHC) provider network for Plan Participants outside of the local service area. The number of Plan Participants enrolled in the County’s program is approximately 9,300 employees or 3,600 contracts. The successful Proposer must meet all the requirements and expectations set forth herein, as well as all the general contractual and insurance requirements mandated by the County (“Terms and Conditions). Terms and conditions may be modified through the RFP process.
