A. The successful Proposer (Contractor) must provide assessment, crisis intervention, short-term counseling, referrals for longer-term treatment and referral follow-up for VTA employees and their eligible dependents, who may be experiencing personal, medical, behavioral, family, marital, financial, or other emotional problems. B. Contractor must provide Counselors to administer EAP counseling services. A Counselor is a professional holding a doctorate or master’s degree licensed by the State of California with clinical experience in psychology, clinical social work or marriage, family and child counseling with a minimum of two (2) years of experience in assessment, treatment referral, and re-entry. Counselors must be able to write and interpret psychological assessments and reports; and be experienced in working with labor and management job classifications. C. Contractor must provide Counselors and/or clinicians to administer Critical Incident Stress Debriefing/Trauma Response services. A clinician is a professional who has received training in critical incident, post-traumatic stress and trauma response counseling and debriefing (“Clinician(s)”).
