NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.). PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST.
1. Purpose:
This is a Sources Sought synopsis in support of Market Research being conducted by the United States Air Force to identify potential sources able to provide the following:
The Air Force Test Center (AFTC) is seeking sources with demonstrated expertise and experience to meet the requirement for a contract to provide the products and services listed below.
This will be at least a 5-year contract supporting combined test force (CTF) programs at Edwards AFB and other military installations. This is a follow-on contract to exisiting contract FA9302-20-D-0012. These telemetry data units must be NSA certified. The following model numbers are mandufactured by L3Harris Technolodgies Corporation, Telemetry and RF Systems, Bristol, PA.
Production and delivery of Telemetry Security Program (TSP) supplies and services supports test mission performed at Edwards AFB and at other DoD installations across the CONUS. Background: These units are complete telemetry data encryption/decryption devices designed primarily for aircraft and weapons flight test use. Data gathered onboard aircraft is encrypted before transmission to prevent unauthorized access. The decryptor unit then recovers the data to its original state, to be used for test conduct and data analysis.
2. Requirement: TSP requirements shall meet the needs of customers at Edwards AFB, NASA, and other DoD CONUS agencies. This acquisition seeks a contractor capable of manufacturing the required products and providing the technical support services to include Production TEMPEST testing, EMI/RFI testing, environmental testing, repair, failure modes and effects analysis, upgrade/enhancement, criticality evaluation, including determination of root cause of failures, upgrades/enhancements, and technical support.
The required products are as follows:
- LIM-BAT-135A: This device is the approved interface between a Common Fill Device (EKMS-308) and an L-3Harris Support Package, such as the ISM-1000 and SP10-135A. The LIM-BAT-135A provides power (from internal batteries) to compatible support packages. The Common Fill Device connects to the audio connector mounted directly on the LIM-B-135A box. The LIM-B-135A interfaces to the unit via a detachable cable.
The following products operate across the Plain Text and Cipher Text domains and thus are characterized for TEMPEST requirements and are NSA certified INFOSEC units. These units are compatible with Common Fill devices (EKMS-308). They provide a Smart Key feature which automatically recognizes the crypto key loaded:
- ADU-1000: This product is a complete airborne telemetry data decryption unit, capable of decrypting data from 50 kbps to 24 Mbps. This product. The ADU-1000 provides a Smart Key feature which recognizes the crypto key loaded.
- ISM1000A: This product is a complete telemetry data encryption unit capable of encrypting data from 50 kbps to 24 Mbps and is designed to support the robust environments associated with missile and weapon systems flight test applications. The ISM-1000 supports signal processing/power conditioning for both analog and digital telemetry transmitters.
- SP 10-135A-SK: This product is a complete telemetry data encryption unit capable of encrypting data from 50 kbps to 24 Mbps that is designed primarily for aircraft flight test use. The SP10-135A-SK supports signal processing/ power conditioning for both analog and digital telemetry transmitters and data acquisition systems.
- MAEU: This product is a complete telemetry data encryption unit designed primarily for the robust environments for specific small weapon systems flight test (e.g. 2.75 inch rockets) applications. It provides the necessary support power for the associated telemetry transmitter.
- KGR-135A: This product is a EIA 19” rack mounted telemetry decryption unit suitable for ground use, capable of decrypting serial data from 10 kbps to 50 Mbps in either operate or bypass mode.
- KGT-135A: This product is a EIA 19” rack mounted telemetry encryption unit suitable for ground use, capable of encrypting serial data at rates from 10 kbps to 50 Mbps.
- LIM-135A: This device is the approved interface between a Common Fill Device and an L-3Harris KGV-135A-based airborne Support Package, such as the ISM-1000 and SP10-135A. The Common Fill Device connects to the audio connector mounted directly on the LIM-135A box. The LIM-135A interfaces to the Crypto-Support Package via a detachable cable.
3. Stipulations:
The Government does not own the intellectual property for the products listed in section 2.
The contractor shall provide cleared facility(s) to support DoD classified information and classified COMSEC material and information.
4. Information requested:
The Government requests interested offerors that can fully support this requirement and furnish the following information:
- Company name, address, points of contact, phone numbers, e-mail addresses, Cage Code, and GSA or NASA SEWP Schedule.
- Firms having an interest, demonstrated experience, capability and appropriate background, and that currently produce form, fit and functionally equivalent units are invited to submit particulars of qualification and experience. Responses shall include sufficient information to demonstrate the experience and capability to perform all areas of the required support as part of a qualification package. Drawings, diagrams, or figures may be provided as an attachment to the response to clarify stated capabilities. The statement of capability shall include relevant background and experience, with contract numbers, names and telephone numbers of contracting office and technical office point of contacts for each contract.
- Information should include a brief description of experience in providing the type of support described above. Please include contract references relating to research and engineering expertise to include: contract number; agency supported, period of performance, original contract value, and Point of Contact (POC) with current phone number. The information package must be clear, concise, and complete. The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request.
- Identification of business size (small or large) and identify the socioeconomic disadvantaged category, as defined the Federal Acquisition Regulation FAR Part 19 and also currently listed in the System for Award Management (SAM). Small business size standards are published by the U.S. Small Business Administration (SBA) and may be found at Table of size standards | U.S. Small Business Administration (sba.gov). The potential North American Industry Classification System (NAICS) codes assigned to this procurement is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The Small Business Size Standard is 1,250 employees.
- Any other information deemed useful to the Air Force. Information packages should be limited to no more than 3 pages.
