Mental Health Services Act (MHSA) Workforce Education and Training (WET) plan supports the development of the public mental health workforce, which includes the County of Los Angeles (LAC) Department of Mental Health (DMH) and its contracted mental health agencies workforce. DMH, pursuant to the development of the MHSA-WET Plan, collected data and completed a countywide workforce needs assessment survey to identify gaps and other shortages in its workforce. The survey revealed that waivered clinical staff represents an estimated 59% of the clinical workforce, a significantly high rate. Clinical personnel unable to acquire licensure prior to the expiration of their waiver are at risk of demotion or termination from current employment, either of which can be detrimental to the goals of the public mental health system and to the provision of quality mental health services. The Licensure Preparation Program-Psychology (LPP-P) is specifically designed to increase the number of licensed psychologists in the public mental health system. A larger licensed workforce strengthens the public mental health system by enabling licensed psychologists to work independently and ensure their continuity and quality of clinical services. The LPP-P shall provide licensure preparation services that address Part I and Part II of the California Board of Psychology (BOP) Examination. This program will be offered to both DMH and DMH-contracted staff.
