Specifications include, but are not limited to: Notice is hereby given that the City of Anaheim Department of Public Utilities in partnership with the Department of Public Works (hereinafter referred to as “City”) is soliciting Statements of Qualifications from Design-Build Entities (DBE) to design and construct Underground Reliability Improvements to serve the community of Anaheim, California and surrounding areas. In accordance with the provisions of the California Public Contract Code Section 20101, City is utilizing a two-step process to prequalify, select and award a contract to a DBE for the design and construction of Underground Reliability Improvements in the City of Anaheim. The Project will include replacing approximately 50,000-60,000 feet of old direct buried (DB) cables and cable-in-conduit (CIC) systems with new conduit systems at various locations identified on the attached 12/6.9kV Abnormal Riser list under Section III. The Abnormal Riser list provided will be used for bidding purposes under this contract. The Abnormal Riser list is provided as map PDF files that are password protected, the information is considered Critical Infrastructure Information (CII). In that regard, upon the receipt of a completed Contractor/Consultant Non-Disclosure Agreement (attached), the City will provide the password to access files. However, APU reserves the right to supplement, amend, and/or modify the Abnormal Riser list as needed to address emergent issues, but will provide notification through the issuance of Addenda to all Respondents prior to the proposal due date. The project involves the installation of new substructure (conduits, vaults, and pull-boxes) and new electrical systems (cables and transformers) in residential and commercial areas to improve electric service reliability. The work involves the design and construction of electrical facilities on both private property and public right-of-way. The selected DBE shall complete the project by designing and constructing new and fully functional electrical infrastructure to replace existing and/or add new facilities. APU will furnish some of the 12/6.9kV electrical materials (e.g. 12kV cables, components, and connectors) and equipment (e.g. transformers and switches) for the DBE to install. In some cases, APU may ask the DBE to furnish some of the high voltage electrical material, and in the event, the DBE was not asked in advance to incorporate the procurement costs into their Cost Proposal, compensation will be provided on a time & material basis. The DBE shall provide all other electrical materials that include, but not limited to, secondary cables, homac connectors, and truck stock materials. All parts & material considered truck stock, civil substructure material and structures (e.g. vaults, vault covers, conduits, concrete and pull-boxes) shall be furnished and installed by the DBE and their cost must be included in the respective bid cost line item(s).
