Website Upgrades Goal: To enhance the EmpowerLA website (https://empowerla.org/) so it supports the 99 Neighborhood Councils and the general public. Continue building from an existing but incomplete alpha website with significant progress, the end goal is to finalize development, test, and launch a website rich with information, intuitively designed, optimized for mobile across multiple languages, and primed for search and social media platforms. Timeline: ● First 1-3 months: Assess and review prior vendor’s development of alpha website to date ● Next 4 months: Finalize Quickbase applications developed for the Department that will connect with training portal and website, including Mission Control 3.0 ● Next 5 months: Implement, test, and launch a completed website based on EmpowerLA’s specifications. ● Remainder of contract: Offer support for the updated website and associated Quickbase applications. ● This timeline is flexible and is subject to alterations based on project execution. Design & Features: EmpowerLA has compiled a set of guides, including a style guide and templates, on Figma, a design platform. Contractor/Vendor’s proposal for the revamped website should be mobile-responsive, Web Content Accessibility Guidelines (WCAG) compliant, feature a parallax scrolling mechanism for enhanced visual impact, offer a dark mode for improved readability, and integrate select plugins to boost security, usability, and analytics. Furthermore, the site will be developed predominantly locally, with periodic uploads to a test server for review, and once finalized, will transition to EmpowerLA’s server on GoDaddy LLC.
