Specifications include, but are not limited to: The City is seeking proposals to provide complete engineering design and environmental services required for the proposed roundabout at the intersection of De Portola Road/Ynez Road and Jedediah Smith Road. The design will include the preparation of construction plans, specifications, engineering cost estimates, and environmental documentation which includes, but is not limited to, California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) documents. Additional environmental documentation may be required based on CEQA and NEPA checklist, HUD’s NEPA-implementing regulations per 24 CFR Part 50 or 24 CFR Part 58, and all appropriate federal environmental and historic preservation laws, regulations, and Executive Orders. The Consultant should make themselves familiar with the environmental requirements of the CPF Grant. The Consultant should also make themselves familiar with the Economic Development Initiative (EDI)’s Community Project Funding (CPF) awards/grants guidelines. It is not anticipated that right-of-way will need to be acquired for the roundabout, however, the Consultant will need to investigate and make a recommendation. Equestrian trails are part of the community where this roundabout is proposed. The Consultant will look at the feasibility of incorporating a trail crossing at or near the roundabout.
