1. Document Collection: Review Documents and Gather Feedback: Review feedback the community has provided through prior outreach, meet with City Executives (and any key stakeholders identified) to understand the City’s goals to inform the vision. This task would also include the consolidation of historical Downtown planning document results and the compilation of existing projects, resources, and partnerships. 2. Inventory & Assess Site Suitability: Provide a preliminary evaluation of the physical, environmental, and logistical aspects of the Downtown Core to determine its suitability and any constraints for certain use types, with a focus on housing. This task would also include an inventory of sites, including those that could be suitable for housing. 3. Outreach & Engagement: Development of a community outreach and engagement strategy, with a focus on advancing Tax Increment Financing structures. Contractor shall provide a compilation of outreach results from property owners, officials, developers, regional partners, and the community at-large.
