The County of Fresno on behalf of the Department of Behavioral Health (DBH) is requesting proposals from qualified vendors to provide Crisis Residential Treatment (CRT) services at the County’s location that will deliver a structured program for rehabilitative services in a non-institutional residential setting as an alternative to hospitalization for individuals experiencing an acute psychiatric episode or crisis, but who do not have medical complications requiring nursing care. Mental Health Services Act (MHSA) With the passage of Proposition 1, the MHSA will be transformed into the Behavioral Health Services Act. BHSA will go into effect July 1, 2026. BHSA shall impact non-BHSA funded services as well. BHSA expands the outcomes and reporting requirements for all county operated and funded services. Selected bidders can anticipate changes to outcomes and reporting requirements per direction of the State that have not been made available at the time of the development of this RFP. Term of the Contract The contract awarded will be for three (3) 12-month periods, with a possibility of two (2) 12-month renewals, which is subject to satisfactory performance outcomes and adequate funding as determined by the County.
