Specifications include, but are not limited to: The San Francisco Human Services Agency (SF-HSA) announces its intent to seek proposals from organizations interested in providing Behavioral Health and Pre-Vocational Services to eligible clients who are participating in the San Francisco Department of Human Services (DHS) California Work Opportunity and Responsibility to Kids Program (CalWORKs). CalWORKs was implemented in 1998 following national welfare reform legislation, and is an eligibility and welfare-to-work program serving families with dependent children. The services to be granted through this RFP are behavioral health assessment and counseling, psycho-educational soft skills coaching, peer support, enhanced short-term behavioral health case management for individuals that are in the Family Stabilization Program, and learning needs assessment. The goal of these services is not general well-being, but increasing the family’s capacity for self-sufficiency by remediating behavioral health barriers that include substance abuse through time-limited interventions and support.
