This SOW includes tasks meant to determine how SCAG can best facilitate the implementation of SB 743 throughout the region specific to regional transportation planning. Specifically, this scope will examine SCAG’s potential role in a) providing mitigation for transportation infrastructure investments included in Connect SoCal, the regional transportation plan, and b) developing mechanisms for regional programmatic mitigation of VMT impacts throughout the region. This SOW does not include efforts to provide mitigation for non-transportation related development. Additionally, Consultant will work in coordination with SCAG legal counsel to evaluate the options and risk assessments of the potential SCAG role in regional VMT mitigation banking.
