The Scope of Work (SOW) for this engagement includes, but not limited to: 1. Perform a thorough evaluation of the current processes, policies, and procedures for CAL FIRE's HR functions, including interactions with Professional Standards, Fiscal Services, Training, Fire Protection, Equal Employment Opportunity (EEO), and Information Technology, and including an examination of CAL FIRE's current recruitment, hiring and employee onboarding processes. 2. Examine and evaluate the fundamental HR operations of CAL FIRE, pinpointing areas of difficulty, identifying bottlenecks, and conducting a gap analysis to identify areas in need of improvement. 3. Interview HR hiring managers, personnel specialists, position control analysts, stakeholders from other divisions with close interaction with HR, and end-user employees and conduct user research by soliciting feedback from a representative sample of employees about their preferences and concerns within the organization. 4. Capture the existing workflows, policies, processes, procedures, roles, legal requirements, and responsibilities in documentation. 5. Evaluate the current functionality of the existing HR IT systems and how they are tested by the program teams. 6. Engage with the organization's stakeholders to establish future state processes for the designated functions. 7. Conduct an examination of all the organizational charts, generate a new master organizational chart in an electronic format (specifically, a structured spreadsheet converted into a database) for CAL FIRE’s future use...
