DESCRIPTION OF WORK The work generally consists of existing roadway demolition, construction CIDH piles in wet conditions, installing a bridge structure, retaining walls, new roadway work, utilities, storm drain system, traffic signal, signing and striping. The structure will be a three span, cast-in-place prestressed (CIP/PS) concrete box girder bridge. The structure will be 335'-0" long and 66'-0" wide. There are no existing structures at the proposed location. Utility improvements will include 647 LF of 12” water line, 567 LF of 24” waterline, 503 LF of 18” recycled water line, and 342 LF of 48” recycled water line within the new bridge structure and roadway. Roadway improvements will include a new pavement section, vertical realignment of the bridge approaches at both ends, lighting. This is a 260 working day contract. Estimated Construction Cost: $14,000,000 FEDERAL REQUIREMENTS This project uses Federal funds, the following provisions/requirements apply: - Buy America - Federal Davis-Bacon Act - Disadvantage Business Enterprise (DBE): 21% utilization - Federal Trainee Program: 13 trainees or apprentices - Sam.gov registration LOCATION OF WORK The work to be constructed is located on Bradley Road between Rio Vista Drive and Potomac Drive in Menifee, CA. BID SUBMITAL REQUIREMENTS Bids must be submitted electronically via the City of Menifee’s PlanetBids bidding portal at: https://www.planetbids.com/portal/portal.cfm?CompanyID=41576 no later than 2:00 p.m., on March 19, 2025 Electronic Bid submittal must include all corresponding attachments, including but not limited to, bid bond, subcontractor list, etc. A hard copy of the entire bid package including all original notarized documents must be received within five (5) days of the submittal deadline March 24, 2025, at 2:00pm) to be considered responsive to this NIB. Please note that Exhibits 15G (DBE COMMITMENT) and 15H (GOOD FAITH EFFORTS) must be submitted within five (5) days of the bid opening deadline (March 24 at 2:00 pm) to be considered responsive. If using Federal Express or other overnight such service for bid submittal, the contents of the submittal must be noted on the outside of that envelope as stated above. Bids shall be written clearly and legibly in ink in conformance with the Instruction to Bidders. All bids shall be submitted to the Agency’s front desk in a sealed envelope plainly marked on the outside with "SEALED BID FOR CIP No. 13-04, BRADLEY BRIDGE OVER SALT CREEK - DO NOT OPEN WITH REGULAR MAIL."
