The Contractor must provide all equipment necessary to conduct a manual and technology-based screening of each person (including outer garments and property) entering specific Airport access portals. Physical screening will be conducted in a random nature as necessary. Initial screening technologies and techniques must be capable of detecting weapons and other items as required by the TSA on the aviation workers being screened, as well as in their property (including coats, jackets, bags, and other material being taken through a qualifying access portal(s). a. Proposers shall indicate, with their proposal, what equipment they will be providing that meets the requirements of the TSA National Amendment 23-02 for aviation worker screening. b. During the initial contract period when explosives detection equipment is not required by the TSA, the Contractor shall provide at a minimum TSA approved walk-through metal detectors necessary to detect metal on persons being screened. The Contractor shall provide any and all other necessary technology items that will help detect other nefarious items on a person, as might be commercially available. c. By October 20, 2024, the Contractor will work with the Airport to create an Explosives Detection Screening Equipment (EDSE) Implementation Plan. The plan will be submitted to the TSA for approval d.
