The City of San José (hereinafter “City”) plans to implement performance measures for traffic signal systems to improve active and proactive traffic signal management, lessen travel times, improve safety and mobility, enhance reliability, and reduce congestion along high-traffic corridors. Given this backdrop, the City plans on deploying an Automated Traffic Signal Performance Measures (“ATSPM”) Software Solution (“ATSPM System”) at approximately 100 signalized intersections along 10 project corridors in San José. The ATSPM System shall include: Commercial-off-the-shelf (“COTS”) ATSPM software that interfaces with the City’s existing 2070 traffic signal controllers, Fourth Dimension D4 firmware, vehicle-detection systems, and third-party data providers.
