The County of Orange is comprised of 22 departments and over 18,000 employees. The County’s core businesses are public safety, public health, environmental protection, regional planning, public assistance, social services, and aviation. This Regional Cooperative Agreement (RCA) will allow County departments and California local and state governmental entities to issue subordinate contracts using the provisions and pricing of the RCA. 4.1 PROJECT DEFINITION The Contractor shall be a qualified, professional auditing firm able to perform one (1) or more of the following types of audits or comparable engagements: • Performance Audits • Compliance Audits • Information Technology Audits • Internal Control Audits • Forensic Audits • Operational Audits 4.2 GENERAL INFORMATION: The mission of the Internal Audit Department (IAD) is to provide highly reliable, independent, objective evaluations and business and financial consulting services to the Board of Supervisors (Board) and County management to assist them with their important business and financial decisions. The IAD supports and assists the Board and County management in the realization of their business goals and objectives. The IAD’s contribution to this effort is testing and reporting on the effectiveness of their internal control systems and processes. County management relies on these systems and processes for safeguarding the County’s assets and resources, reasonable and prudent financial stewardship, accurate recording and reporting, and achieving the County’s goals and objectives.
