Specifications include, but are not limited to: The City of San Diego Environmental Monitoring and Technical Services (EMTS) Division in the Public Utilities Department (PUD) manages the department’s regulatory permits which mandate the City’s ocean monitoring program. The division assesses the impact of wastewater discharge in the ocean environment via the Point Loma and South Bay ocean outfalls, provides process control testing to ensure proper operation of the wastewater treatment facilities, and prepares/submits all required technical reports. As part of this legal requirement, EMTS operates Environmental Laboratory Accreditation Program (ELAP)-certified laboratories that conduct toxicity testing on whole effluent water and sediment, as well as other chemical and biological analysis of raw and treated wastewater and residuals.
