Specifications include, but are not limited to: The purpose and intent of this RFP is to establish a Contract with one (1) Consultant to conduct a Risk and Resiliency Assessment (RRA), update the Long Beach Utility Department’s (LBUD) existing Emergency Response Plan (ERP), review the department’s Incident Command System (ICS) organization, and provide recommendations for improvement based on the results of the RRA and ERP updates in compliance with America’s Water Infrastructure Act (AWIA) 2018 requirements. This work will cover water, wastewater, and natural gas utility infrastructure and operations. Task 1: Risk & Resiliency Assessment 1.1.1. Consultant will conduct a comprehensive water, wastewater, and natural gas system RRA utilizing best industry practices (i.e., American Water Works Association [AWWA] and U.S. Environmental Protection Agency [EPA]), for LBUD critical infrastructure. LBUD will provide the current version of LBUD’s RRA. 1.1.2. The RRA process will follow AWWA’s current J100 standard for Risk and Resilience Management of Water and Wastewater Systems. 1.1.3. Consultant shall conduct in-person workshops with LBUD subject matter experts and other stakeholders to sufficiently gather information and receive input into the RRA.
