The City of Laguna Niguel (“City”) is seeking a qualified consultant to provide design, implementation, and project management services for the RTSSP along the Alicia Parkway corridor. The RTSSP is intended to improve traffic flow along the Alicia Parkway corridor by developing and implementing optimized signal synchronization timing along forty (40) traffic signals within the corridor and an additional twenty (22) offset signals. Alicia Parkway constitutes one of the major arterials connecting the northern end of Mission Viejo, Laguna Hills, Aliso Viejo to the southern end of Laguna Niguel as well as Caltrans. The project corridor connects the primary commercial centers within each city while also providing ingress and egress points to numerous residential areas between them. The adjacent land uses include residential, commercial-retail, recreational, and educational throughout the corridor. This project is funded in part by the Orange County Transportation Authority (OCTA) Project P RTSSP grant funds. The City of Laguna Niguel will be the lead agency and responsible for managing the project improvements along the Alicia Parkway corridor. The City’s designated staff will evaluate the proposals received. During the review process, the City reserves the right, where it may serve the City’s best interest, to request additional information or clarification from those that submit proposals, or allow clarifications, corrections of errors or omissions. The preparation of the proposal will be at the expense of the Consultant. Responses must match the requirements of this Request for Proposal ("RFP"). The City reserves the right to waive any irregularity in any proposal or to reject any proposal which does not comply with this RFP. Modifications to the RFP, including, but not limited to the scope of work, can be made only by written addendum issued by the City. Selection of the Proposer will be made solely by the City on criteria determined by the City. The successful Proposer will be required to enter into an agreement which will include the requirements of this RFP as well as other requirements. By submitting a Proposal, the Proposer agrees to all the terms of the RFP. The City reserves the right to reject any proposal(s) exceptions or changes to the Request for Proposal.
