Specifications include, but are not limited to: The County of Sutter is seeking to retain the services of an attorney, firm or organization to provide administrative hearing officer services in accordance with the Sutter County Ordinance Code and California Government Code section 27720 et seq. The administrative hearing officer services shall include the conducting of administrative hearings pursuant to California Government Code section 27720 et seq. (Attachment A) and the Sutter County Ordinance Code. The attorney, firm or organization chosen may also be called upon to hear appeals in other matters as authorized by the Sutter County Board of Supervisors. The attorney, firm or organization chosen shall be required to provide one or more attorneys with the requisite qualifications to preside over administrative hearings as a Hearing Officer. The Administrative Hearing Officer is responsible for conducting the hearing and making a determination regarding violations of the Sutter County Code of Ordinances across various County departments. The Administrative Hearing Officer will provide professional services, including all work necessary for the effective handling of the County’s administrative hearings. The hearings are varied and may cover nuisance, building permits, health and safety, building codes, and/or other related issues. The Hearing Officer also imposes fines, awards enforcement costs, or issues corrective/abatement orders.
