Specifications include, but are not limited to: The Alameda County Health Care Services Agency’s Emergency Medical Services Agency (LEMSA, EMS Agency, or ALCO EMS) intends to implement a forward-looking EMS system that incorporates both traditional and novel elements to achieve three primary goals: (1) clinical excellence; (2) health equity; and (3) economic sustainability. 2. It is the intent of these specifications, terms, and conditions to describe 911 Emergency Response and 911 Ambulance Services, Standby Service With Transport Authorization, 911 Patient Navigation Services and 911 Behavioral Health Crisis Management Services being requested by the EMS Agency. 3. The County intends to award a contract with a five (5)-year service term beginning between April 1 – July 1, 2026 (the “Service Commencement Date”), with the option for additional renewal terms of between one (1) year to five (5) years to the most responsible Bidder whose response conforms to the RFP and meets the County’s requirements. The full term of the Contract will commence on the date the Contract is approved by the Board of Supervisors or as otherwise specified in the Contract, which will occur in advance of the Service Commencement Date.
