Contractors must be capable of supplying trained, certified officials for a variety of sports activities hosted by the City, ensuring fair play, safety, and adherence to league rules and standards. Proposals should include a detailed breakdown of officiating rates, staffing structure, availability, and any relevant certifications or training programs used to maintain officiating quality. Other Details The selected contractor will be responsible for supplying trained and certified officials capable of supporting the demands of a dynamic and active recreational schedule, including evenings and weekends. Youth and Adult Sports leagues and tournaments will take place at Riley Gymnasium at 3950 Acacia Avenue, Norco, CA 92860 and various athletic fields throughout the City of Norco. The City requires that all officials assigned to programs be familiar with the rules and standards of the respective sports and maintain a high level of professionalism and consistency. Officials must be equipped to handle fast-paced environments and ensure fair play and safety throughout all youth and adult games and matches. Notes Officiating Services The contractor shall be responsible for assigning, scheduling, managing, and supervising officials for all youth and adult sports programs. Services include, but are not limited to: 1. Youth Sports Officials • Provide qualified officials to oversee and regulate gameplay, ensuring fairness and adherence to league rules. • Ensure officials arrive on time, start games promptly, and maintain a family-friendly environment. • Officials must demonstrate professionalism, competence, and knowledge of the sport. • All officials assigned to officiate youth leagues must be Live Scanned by the City of Norco. 2. Scheduling Requirements – Youth Sports • Basketball: o Two (2) officials per game. o Weekday evenings: 4:00 PM, 5:00 PM, 6:00 PM,7:00 PM, 8:00 PM, 9:00 PM. o Weekends: Games starting at 8:00 AM; last game no later than 6:00 PM. • Volleyball: o One (1) official per weekday game. o Weekday evenings: 4:00 PM, 5:00 PM, 6:00 PM, 7:00 PM, 8:00 PM, 9:00 PM. o Weekends: Two (2) officials per game; games starting at 8:00 AM; last game no later than 6:00 PM. 3.
