The California Department of Public Health (CDPH) is soliciting proposals from firms that are able to perform evaluation services, including evaluation plan development, data collection, analysis, and evaluation reporting for a statewide media and social marketing campaign primarily focused on: (a) educating California youth aged 13-17 and young adults aged 18-20 years about the risks and consequences of cannabis use to prevent/delay initiation, prevent escalation, and reduce problem cannabis use; and influence social norms, behaviors, knowledge, and attitudes; and (b) raising awareness, providing education, and promoting youth cannabis use prevention strategies among parents and guardians. Proposals must address all of the services described in Exhibit A entitled, “Scope of Work”. CDPH intends to make a single contract award to the most responsive and responsible firm offering the highest scoring bid. This procurement is open to all eligible firms and/or individuals that meet the qualification requirements, including commercial businesses, nonprofit organizations, State or public universities (including auxiliary organizations) and other entities.
