1. Personally interview up to 415 tenant households. Household information requested shall include the following data: size of unit (number of bedrooms), number of occupants, presence of senior head of household or spouse, number of children, income of the household, language preference, members with disabilities, current housing costs (rent and utilities), and relocation needs. a. Consultant to use HACLA provided questionnaire consisting of 63 questions (sample attached). b. HACLA estimates each interview to take 1 to 1.5 hours. 2. Identify available units on-site or off-site that meet the needs of relocating households. 3. Analyze tenant, relevant neighborhood, and housing market data and incorporate research outcomes into the relocation plan. Present the draft Relocation Plan to the Client and revise as directed by the Client. Project management and planning will begin prior to the initiation of actual relocation activities. Consultant’s project management services will include: 1. Assist with the development of administrative policies, procedures, and forms necessary to carry out the relocation program under the applicable RAD rules and regulations. 2. Consultant’s bi-lingual staff should attend up to six resident meetings including presentation of the draft relocation plan. 3. Participate in the HACLA Board of Commissioner public hearing for adopting the Relocation Plan 4. Provide general consultation and project coordination with the Client and project team members. 5. Provide weekly written status reports to the Client. 6. Applicable consultant staff to participate in weekly meetings with Client. 7.
