The selected Consultant will base their proposal on providing the following engineering services and may add, expand, or more fully define any steps necessary to achieve the Project’s goals. The chosen Consultant shall provide professional services through the bid and award and construction phase of the project and the agreement will be written as such. A list of these services to include are: Project Management and Coordination • Project administration and regular meetings with City staff. • Agenda preparation, facilitation, and documentation of meetings. • Public outreach coordination and communication throughout the project implementation, including direct communication with residents affected by utility infrastructure located on or near private property, such as utilities in residential backyards, ensuring that residents are informed, concerns are addressed, and disruptions are minimized. Preliminary Engineering and Investigations • Civil and geotechnical investigations, surveying, and preliminary design assessments. • Right-of-Way (ROW) engineering, evaluation, and clearance activities as required. Technical Analysis and Hydraulic Modeling • Develop technical memorandums with detailed recommendations for storm drainage solutions (specifically addressing issues on 3rd Street and Poplar Street as outlined in Table 2). • Update and calibrate the City's sewer model. • Train City staff on sewer model usage, manipulation, and output production (e.g., generating PDF reports and analytical outputs). Environmental Compliance and Permitting • Complete California Environmental Quality Act (CEQA) compliance, environmental documentation, and necessary regulatory permitting. Plans, Specifications, and Estimates (PS&E) • Development of plans at progressive completion stages (65%, 90%, 100%, and Final). • Prepare detailed technical specifications and comprehensive construction cost estimates. • Create and maintain a comment matrix for each submittal, including thorough responses addressing City comments. Bid and Award Phase Assistance • Assist the City with preparation of bid documents. • Provide technical support during bidding and evaluation of bids. • Support contractor selection and contract award processes. Construction Phase Services • Provide construction administration, inspection oversight, and quality assurance. • Review and respond to contractor submittals, shop drawings, and Requests for Information
