1. Review Existing Plans, Guidelines, and Policies: The consultant will review the existing federal, state and local plans, policies and guidelines regarding climate adaptation. This will include summarizing applicable policy and guideline updates since March 2020, when the Transportation Network Vulnerability Assessment was conducted. The consultant will deliver a summary report of updated climate adaptation plans, policies, and guidelines since 2020. 2. Update the Extreme Weather and Climate Projections for Fresno County: The consultant will analyze climate change data and present a model for future climate implications in Fresno County. This includes demonstrating what threats the County faces, including but not limited to extreme weather, drought, flooding, and subsidence. Using the latest available data, the consultant will deliver an updated weather and climate forecast for Fresno County, particularly for the western region. 3. Conduct Transportation System Risk Analysis and Identify a Preliminary List of Transportation Improvement Projects.
