The City of Portland, Bureau of Planning and Sustainability is seeking proposals from3. scope OF WORKindividuals, firms, teams or consultants, hereafter called "Proposer(s)," with demonstratedexperience in economics, economic analysis, and industrial land supply planning, andproposes to engage the successful Proposer to produce an economic foundation studyreport.The primary purpose of the study is to identify likely marine related industrial land needsrelative to WHI and its surroundings, estimated as the shortfall of existing available supplyof land to meet forecast demand within the planning period. WHI is designated as MarineIndustrial Land on the METRO 2040 Growth Concept Map and a Regionally SignificantIndustrial Area on the Title 4 map the Urban Growth Functional Plan. WHI is also identifiedby METRO as a medium value Habitat Conservation Area. Secondarily the land demandanalysis will inform the Economic, Social, Environmental and Energy (ESEE) Analysis tobe completed as part of the City's land use plan for WHI. The inventory, assessment andanalysis will be used to inform the WHI Community Working Group, the Technical AdvisoryGroup, project staff and City Council in the WHI land use decision-making process
