Specifications include, but are not limited to: Successful applicants shall: a. Ensure officers are available to provide animal control related service to the West End unincorporated area of the County Monday through Saturday between 8:00 a.m. and 9:00 p.m b. Ensure an officer is available for emergency calls daily between 9:00 p.m. and 8:00 a.m. c. Be open to the public as follows: 1) Office Hours 8:00 a.m. to 5:30 p.m. Monday through Saturday 8:00 a.m. to 7:00 p.m. Wednesdays 2) Animal Shelter Hours 10:00 a.m. to 5:30 p.m. Monday through Saturday 10:00 a.m. to 7:00 p.m. Wednesdays d. Ensure an officer is available for emergencies during major holidays and Sundays. e. Canvass for dog license compliance at regular intervals, door-to-door. f. Provide all rabies control-related services to County, including: 1) Low-cost rabies vaccination clinics 2) License issuance and renewals 3) License delinquent notifications 4) Rabies Certification g. Maintain a phone number for County constituents for contact. h. Maintain a website available to County’s constituents. i. Provide the following animal shelter and control services: 1) Confinements: a) Pickup and removal of deceased animals b) Pickup and shelter of confined dogs c) Pickup and shelter of confined cats d) Pickup, shelter, and/or relocation of confined wildlife 2) Strays: Patrol for, rescue, shelter, and provide veterinary care for stray dogs and cats. 3) Nuisances a) Investigate leash law violations: provide education for animal owners and negotiation with complainants. b) Investigate barking dog violations: provide education for dog owners and facilitate negotiation with complainants; investigate alleged barking problems for possible court filings. c) Investigate miscellaneous complaints regarding roosters, pigeons, pigs, etc.: provide education for animal owners and facilitate negotiation with complainants. 4. Dangerous/Vicious Dogs: a) Investigate Potentially Dangerous Dog violations: receive and implement court orders. (Food & Agriculture Code section 31602, San Bernardino County Code Section 32.0101 et seq.). b) Investigate Vicious Dog violations: receive and implement court orders. (Food & Agriculture Code Section 31603, San Bernardino County Code Section 32.0101 et seq.). 5. Violations of Animal Cruelty Laws of County Laws or County Ordinances: a) Investigate allegations of cruelty and neglect violations: provide education for animal owners; rescue animals when necessary. b) Prosecute animal cruelty and neglect charges: receive and implement court orders pursuant to animal cruelty violations. c) Collect and provide photographic documentation of unsecured properties and properties investigated for possible cruelty and neglect violations. d) Collect and provide tape recording of interviews during criminal investigations of violations of State law or County ordinances.
