This is an “ALL OR NOTHING” IFB. Bid price shall include any and all labor, equipment, transportation, fees, taxes, storage required, royalties and costs arising from patents, trademarks, and copyrights involved in completing the work. Contractor shall monitor and record landfill gas (LFG) extraction wellhead parameters monthly at the Neal Road Recycling and Waste Facility (NRRWF) as required by the Butte County Air Quality Management District (District) Title V Permit NRL-09-01-TV, Permit to Operate (PTO) NRL-01-01 and Federal New Source Performance Standards (NSPS) regulations. Contractor’s monitoring services include balancing the NRRWF wellfield to maximize LFG collection efficiency, control LFG surface emissions and lateral migration, and provide sufficient LFG for NRRWF’s on-site power plant operated by Ameresco Butte, LLC. Contractor shall provide County and its Data Services manager the collected data in electronic database format and in hardcopy report form. Contractor will visit the NRRWF site each month to monitor the wellfield and Gas Collection and Control System (GCCS) for operating parameters and to make adjustments as necessary. Each well will be monitored at least once each month to satisfy regulatory requirements.
