The State of California, Department of General Services (DGS), Executive Office Division (EO), Office of Sustainability (OS) is requesting a proposal for consulting services to conduct a pilot program to establish bin contamination rates in a typical state agency office building, determine potential cost savings to the state from reducing bin contamination, and to determine effective employee education programs that increase recycling efforts and reduce overall waste. DGS is looking to accomplish the following: Improve California state agencies’ waste and recycling efforts and compliance, including increasing waste and recycling rates, improving the use of new waste technology and innovation and improved employee education and outreach on waste and recycling, with the goal of establishing zero-waste policies for all state agencies. Improve employee understanding of their role in waste and recycling processes, waste contamination rates, and knowledge of state waste and recycling requirements via a variety of platforms including educational e-mails, videos training modules, and on-site training. Reduce the learning curve for state agencies and their facility managers: Establish state-wide turnkey procurement processes such as standard procurement waste contract model(s) and establishing baselines for waste and recycling technologies and waste management processes, thus reducing the decision-making process and knowledge gaps so that all state agencies and facility managers can easily understand how to procure the appropriate level of waste and recycling services and employee education.
