The scope of services will include, at a minimum, the following tasks. Consultant may recommend revising, adding to, or otherwise modifying these tasks as they see fit to support the goals of the study. 1. Pre-Assessment Meeting a. Conduct a meeting prior to the commencement of work to go over the work plan, project schedule, safety considerations, and expected communications with Calleguas staff. b. Schedule site assessments with Calleguas staff. 2. Site Assessments a. Conduct on-site evaluations of identified facilities summarized below: • Administration Building & Treatment Plant (including one reservoir, two pump stations, hydro station, control room, crew building, and staff housing on property) • 2 Hydro Stations • 7 Reservoirs • 5 Pump Stations • 8 Pressure Regulating Stations • 2 Wellfields • 2 Wells (located outside of wellfield locations) • East and West Portal facilities b. Identify vulnerabilities to wildfire, including building materials, landscaping, access routes, fuel loads, and proximity to high-risk zones. 3. Fire Risk Analysis a. Assess site-specific and regional fire risk based on Cal Fire maps, local fire department input and historical data. b. Evaluate potential impacts on operational continuity. 4. Hardening Recommendations a. Develop prioritized, facility specific recommendations for fire hardening strategies, including, but not limited to, fire-resistant materials, defensible space, backup power systems, accessibility, and ember intrusion protection. b. Provide cost estimates for each recommendation. 5. Administrative Draft and Draft Report a. Prepare and submit an administrative draft Fire Hardening Assessment Report summarizing: i. Facility-by-facility assessments. ii. Identified vulnerabilities and risk levels. iii. Preliminary fire hardening recommendations. iv. Conceptual cost estimates and prioritization of fire hardening measures. b. Submit the administrative draft to District staff for review and comment in Word and pdf. c.
