Specifications include, but are not limited to: The City of Benicia is seeking qualified firms to submit a proposal to perform a water system risk and resilience assessment (RRA) and prepare a revised emergency response plan (ERP) in compliance with the America’s Water Infrastructure Act of 2018 (AWIA). The AWIA requires, to the extent possible, each water utility to coordinate with existing local emergency planning committees when preparing RRAs and ERPs. The assessment shall include terrorist threats, natural disasters and major system failures or accidents. It also shall also include detailed reviews of the City’s water facilities, cyber-security, business practices and overall operations that are compliant with regulatory requirements.
