The East Bay Regional Park District (Park District) aims to develop and implement a statistically valid, demographically representative quantitative survey to assess public support for a potential funding measure addressing the Park District’s critical operational needs, existing infrastructure upgrades, climate resilience, and equity-focused programming. The project will involve designing a comprehensive survey instrument that tests messaging strategies, measures voter awareness and trust in the Park District, evaluates funding preferences and tax scenarios, and explores voter priorities such as maintenance, access, and climate initiatives. The scope includes reviewing recent local tax measures and internal reports, employing stratified sampling to reach likely voters across diverse geographies and key demographic groups within the Park District’s boundaries, and utilizing mixed-method data collection techniques. The project will also oversample important subpopulations to ensure robust data. Detailed analysis by geography and demographics will be conducted, with results reported through an executive summary, full findings report, and presentations to the Park District’s Board and staff, providing actionable insights to guide funding and communication strategies
