The City of Vista is soliciting written proposals from qualified service providers to administer emergency rental assistance to households that meet the requirements of Category 2 Homeless as defined by the Department of Housing and Urban Development (“HUD”). HUD defines Category 2 Homeless as individuals and families who will imminently lose their primary nighttime residence within 14 days of application for rental assistance, no subsequent residence has been identified and lack of resources or support networks to obtain permanent housing. The goal of this Vista Emergency Housing Assistance Program – Category 2 (VEHAP-C2) is to regain housing stability for Vista residents by collecting and considering emergency housing assistance applications from households that meet the HUD Category 2 Homeless definition.
