2.1 Contractor shall have experience and capacity to produce and mail large volumes of voter information guides with the ability and capacity to produce thousands of variations and languages for regularly scheduled and special elections with accuracy, while meeting strict election timelines (see Attachment A for dates of the next scheduled elections). 2.2 Contractor shall provide printing, assembly, and mailing of voter information guides of varying ballot types to all active registered voters in San Diego County, within a governed and strict timeline. Paper copies will be mailed to all active registered voters who have not opted to receive their voter information guide electronically. 2.3 Contractor shall provide, as necessary, additional supplemental voter information guides after the initial mailing to active registered voters with the option of mailing supplemental postcards as determined by the County of San Diego Registrar of Voters (ROV). 2.4 For Statewide elections, contractor shall receive State voter information guides from the Secretary of State vendor to address and mail in accordance with timeframe, specifications, and regulations provided by the ROV and/or the US Postal Service. 2.5 Contractor shall provide voter information guides in optimized electronic versions of all ballot types and languages to the ROV which are WCAG 2.1 LEVEL AAA accessibility compliant PDFs to meet Title II of the ADA web and mobile app accessibility requirements and in accordance with the requirements of the Rehabilitation Act of 1973, Section 508.
