TASK 1: PROJECT INITIATION AND MANAGEMENT 1. Kick off Meeting. The project will begin with a kick-off meeting with key City staff members and Consultant team members to review the scope of work, refine the project timeline, develop communication protocols, discuss any data needs, and clarify roles and responsibilities. 2. Regular meetings with City staff to discuss ongoing project status and gather feedback on issues and draft documents. The Consultant shall also be available for regular email communications to address any inquiries or issues that may arise during the project. 3. Project Administration. Consultant shall provide quality assurance on technical memorandums and all deliverables, timely billing upon completion of tasks, and a cloud-based resource site to allow for easy file-sharing, access, and document review. 4. CEQA Coordination. The City intends to contract separately for preparation of any required environmental review for the project. The Consultant should be prepared to share information as necessary to facilitate environmental review. TASK 2: COMMUNITY OUTREACH AND ENGAGEMENT 1. Community Engagement Plan. The Consultant will prepare a strategy for community engagement throughout the Element development process. Where possible and to maximize effectiveness, outreach and engagement should encompass both the Safety Element and Open Space/Conservation/Recreation Element project components. Community engagement should focus on listening to and gathering information about existing conditions, and hearing and understanding the policy values and ideas of the public. The Consultant’s proposal should detail the anticipated timing of various community engagement efforts within the overall project timeline. The response should also include examples of community engagement strategies the Consultant has utilized for other similar projects. 2. Plan Implementation. Facilitation of City Council or community workshops, focus groups, and/or other engagement methods as detailed in the Community Engagement Plan. Consultant shall summarize stakeholder and community input and incorporate feedback into document development.
