The State Controller’s Office (SCO) is seeking information regarding cryptocurrency custody platforms and related services for managing unclaimed crypto assets. This could be accomplished through a third-party custodian, implementing a direct custody model, or other proposed model. These services will ultimately allow the State to achieve its goals of providing secure, compliant, and scalable custody solutions for unclaimed cryptocurrency assets, Non-Fungible Tokens (NFTs) and other emerging digital assets. This Request For Information (RFI) aims to explore custody, reporting, and asset transfer solutions to inform the State’s management of digital wallets, adhering to all applicable legal and regulatory frameworks. The response should provide clarity on options for both transferring control of entire wallets (private keys) and transferring assets from custodial wallets to claimants upon approved claim evaluation. The State of California also seeks insight into the future scalability and adaptability of the proposed solutions.
