Specifications include, but are not limited to: The City of Santa Cruz is soliciting bids for unarmed security guard services. The solicitation process will include two phases. Phase one will be to indentify up to three top vendors based on qualifications. Phase two will include a detailed pre-bid conference and the submittal of bids. The contract will be awarded to the pre-qualified vendor providing the best price. The scope of work includes, but is not limited to, park closures, facility patrols, wharf services (closure, opening, and patrols), hourly services, non-routine services, and emergency response. Security guard services may be needed at anytime 24 hours a day, 7 days a week, and 365 days a year. The City will require the following types of unarmed security service: a. Park Closures, b. Facility Patrols, c. Wharf Services (Closure, Opening, and Patrols), d. Hourly Services, and e. Non-routine services and emergency response. Duties will be performed according to current instructions on file. Current duties are detailed in Section 2.2, Security Guard Duties. Duties will include, but will not be limited to: a. Serve as a uniformed presence to deter vandalism, theft, trespassing, camping, or any other criminal activity b. Assist the City in enforcing the Santa Cruz Municipal Code and City policies c. Provide assistance and information to the public in a non-law-enforcement manner (e.g., providing directions, answering questions, etc.) d. Keep City staff informed of any unusual incidents that occur while on duty e. Keep City staff informed of malfunctioning City equipment observed while on duty f. Provide assistance in clearing Parks, the Wharf, meetings, and special events at closing g. Provide assistance in educating and ejecting trespassers breaching the boundaries of prohibited access areas h. Provide crowd management at various community events as needed All duties will be performed in accordance with Bureau of Security and Investigative Services regulations and as directed by the Santa Cruz Police Department (SCPD).
