The City is seeking uniformed unarmed security guard services for the City of Azusa Civic Center campus area and additional off-site facilities. For the purpose of this proposal, the Civic Center campus area includes the facilities of City Hall, Azusa Library, Senior Center, Veterans Freedom Park, Durrell House, Barnes House, Police Department, and the Azusa Light and Water office building. Off-site facilities include but is not limited to Memorial Park and Slauson Park (Pool). Services shall include the following: • Security staff will assist with patrons and visitors (e.g. providing directions and Information); • Actively monitor the campus area and address prohibited behavior (e.g. smoking in public, urination in public, drinking in public, etc.); • Report suspicious activity or disturbances that warrant an elevated response to the Azusa Police Department and assist police personnel as needed; • Take reasonable and appropriate steps to mitigate disturbances caused by any groups or crowds gathering on the Civic Center campus; • Provide escort to and from parking areas for staff upon request. Monday through Friday @ 4:15 a.m. Guard at Memorial Park to escort Transit staff into building. Once Transit staff has entered the building, the guard is released from this location; • Service must cover the Civic Center campus and additional/ auxiliary facilities during early mornings, days, some evenings/ nights, and occasional weekends for special events and holidays. Service levels should be adjusted appropriately based on projected activity levels (business hours vs. non-business hours) and for special events and activities. During such events Security personnel may be asked to assist with traffic Control/flow and parking. Event security as needed (Rentals by the community of various buildings that require security); • Regularly patrol City sidewalks and walkways in and around the Civic Center campus, to include the Police Department and Light and Water office building. • Work in a coordinated fashion with existing city Departments (e.g. police, public works, code enforcement) to address issues such as persons experiencing homelessness that are encountered in and around the Civic Center campus; • Employ the use of technology (video surveillance, audio visual Talk down, recorded messages, etc.) in a layered approach to enhance security efforts; • Develop and maintain post directives to ensure continuity with security personnel assigned to work the Civic Center campus; • Special attention/focus on patrols in the interior and exterior of the Library (MondayWednesday 9:00 a.m. to 8:30 p.m.; Thursday 9:00 a.m. to 6:30 p.m.; Friday-Saturday 8:00 a.m. to 5:30 p.m.) and Senior Center (Monday through Friday 6:45 a.m. to 5:30 p.m.) when they are open for business. Senior Center (this is the guard who will also be utilized by Library but they will need to provide their hours); • Security personnel must be on site at Memorial Park during special events and at City pool when they are open (Seasonal). • Participate in quarterly administrative reviews with representatives from the police and other city departments.
