Specifications include, but are not limited to:Contractor agrees to provide all the labor, equipment, travel and incidentals to provide unarmed, uniformed security guard services to the Department of Transportation (Caltrans), District 4. The services shall be performed at Caltrans District 4 Headquarters Office Building and parking garage area located at 111 Grand Avenue, Oakland, CA 94612. (Refer to the Proposed Form of Agreement, Exhibit A, which is attached to this IFB as Attachment 8 for a more complete description of services.) *Contractor and Contractor personnel shall be registered with the California Department of Consumer Affairs (DCA), Bureau of Security and Investigative Services as a security guard. *Small/Micro Business preference applies to this Invitation for Bid (IFB). There are no Disabled Veteran Business Enterprise (DVBE) goals established for this IFB; however, a DVBE incentive may be applied. See IFB, Section D for more information. Minimum Requirements: 1) The Contractor must have, within the last five (5) years, experience with providing security services for at least two (2) clients with 2,000 employees or more. The Contractor must provide verification of this experience by submitting the completed Reference/Experience Letters, Attachment A , with their bid package at the time of bid submittal. 2) The Contractor must be able to provide verification that their company has official means of record keeping by submitting with their bid package at the time of bid submittal, blank samples of the following documents containing the Contractor’s company letterhead: Incident Report Forms ; Invoice Forms ; and Daily Activity Report Logs. 3) Bidder shall bid in compliance with the Wages and Employee Benefits or In Lieu of Cash Payments as described herein (Government Code (GC) section 19134). 4) Failure of Bidder to sufficiently provide any or all of the above minimum qualifications, in the opinion of Caltrans, will result in the Bidder’s bid being deemed non-responsive.
