Specifications include, but are not limited to: Program Services - a. CIRCLE Teams i. Response Team (RT) 1. An RT will be operational 24 hours per day, 7 days a week, 365 days per year, or during hours directed by City and based on Zone-specific needs, in the assigned CIRCLE Zone. 2. RTs will rapidly respond to diverted incidents from the City, including, but not limited to, LAPD, designated City agencies, and City-designated partners. 3. Incidents will not be violent, criminal, or medically urgent. 4. The diverted incidents will pertain to PEH and will include, but will not be limited to, welfare checks, loitering or trespassing, inadequate clothing, noise disturbances, mental health-related disturbances, a person under the influence of a substance, requests for assistance, syringe disposal, and transport to shelter/resources. 5. Provide a compassionate, trauma-informed and timely response to diverted incidents. 6. RTs will not be armed or perform any law enforcement duties. 7. RTs will refer dangerous, medically urgent, and high-acuity mental health incidents to appropriate agencies. 8. RTs will coordinate directly with dispatch systems determined by the City and actively collaborate with the City on creating protocols in order to provide a regular, reliable, immediate alternative to Police or Fire dispatch to PEH in the CIRCLE Zone. 9. Each RT will operate a duty phone, program radio, and/or police radio. 10.
